On July 21, after protracted labor, the European Union announced the birth of a historic recovery package to the tune of 750 billion euros ($880 billion). It’s not only that this is a lot of money. For the first time, a considerable sum will be financed through large-scale borrowing by the EU itself. Once again Europe has managed to turn a crisis into the spur for major institutional change.

12-08-2020… These days I groan whenever someone declares that “we’re in uncharted territory.” OK, I’m being unfair. In a lot of ways we are indeed in uncharted territory. I’ve never before been this afraid of a stolen election. And even in economics, the coronavirus slump in the first half of 2020 was truly something new under the sun. But right now, at least as far as economics goes, we are in fact entering very well-charted territory.

15-08-2020Besides, I have a feeling that the Brits may prove more resilient than ordinary Europeans in shouldering the costs of Brexit. After all, the Germans, Poles or Italians were not asked to cast a vote regarding this new division of the continent. They don’t own the Brexit project in the way the Brits do. As always, the costs of Brexit will not be distributed equally within the EU, creating further conflicts within and across individual states. This will only fuel nationalism across the continent.

15-08-2020The idea that the EU will become more coherent after Brexit is not convincing either. It’s true that so far all 27 have stood firmly behind the key negotiator, Michel Barnier. However, real negotiations about trade, agriculture, competition or intellectual property have not yet begun. The EU budget without the UK contribution will also be difficult to square. And there are numerous structural problems caused by Brexit. Germany’s relative size and power will augment once again after the British departure, causing the usual anxieties. EU members who are not part of the Euro-zone will be significantly weakened after Brexit.

That’s why a group of German parliamentarians have nominated him for a Nobel Peace Prize. But the US government has the right to some secrets, especially those that help keep their citizens safe in a dangerous world. The good that Snowden did has to be weighed against the harm he did. He is both hero and villain. A Nobel prize would be too much, but a pardon for Snowden might be the right thing to do. Bring him home from Moscow.
